A written submission does not have to be in a particular format but may be in the form of a letter addressed to the Chairperson and/or Secretary of the ZC or BZA. Written submissions that are accepted for the record become numbered exhibits in the official case file. A written submission should indicate the ZC or BZA case number and the application name. 

Filing Testimony in the Interactive Zoning Information System (IZIS) 

Home PageThe Interactive Zoning Information System (IZIS) is a web-based system that allows online case filing, processing, and management of Zoning Commission (ZC) and Board of Zoning Adjustment (BZA) cases.

To access IZIS, go through the DCOZ website homepage at dcoz.dc.gov. Click on the “IZIS” icon under Featured Services if you wish to create an account and file a new case, or to submit a document into an existing case file.

 

 

To log into IZIS, you must first create an account. If you have not already done so, please view the IZIS Account Management tutorial for detailed information on creating an account. 

IZIS Login

When you log in, the application will take you to the dashboard page. To file a letter in support or opposition or comments in a case, click on the “File Documents in an Existing Case” icon or “Submit Comments in a Case”. Choose the “Submit Comments in a Case” if you are unable to create a PDF document to upload.

If you choose the "File Documents in an Existing Case" link, you will be directed to search for a case number. Type in the case number and click "Go". The search will return the applicable case. Click on “Select Case” next to the “Case Number” and “Applicant/Case Name”.

You will be directed to a page where you can upload your document. Please note that:

  1. File size may not exceed 8 MB.
  2. DCOZ reserves the right to modify the “Document Type” selected.
  3. DCOZ will review/title the document for placement in the exhibit log.
  4. Each document filed must be in PDF format.

Click “Browse…” to find the document you wish to submit in the case, then select the down arrow next to “Document Type” pick the appropriate document type and click “Upload”. After you have uploaded the document, click “Submit”. 

If you choose the “Submit Comments in a Case” link, you will be directed to search for a case number. Type in the case number and click “Go”. The search will return a page where you can type your comments directly into the IZIS. The system will PDF your comments and add them to the case file. 

Once your document(s) is submitted, you will see a confirmation page similar to the one shown below and an acknowledgment e-mail will be sent to your email address.

Requirements for Electronic or Email Submissions 

The following provides instructions for the public to file documents electronically through the Interactive Zoning Information System (IZIS) and by e-mail with the Office of Zoning. 

All comments submitted electronically through IZIS must:

  1. Contains the name, mailing address, telephone number, and e-mail address of the person filing it; and
  2. Describe the nature of the documents (for example, “Comments in Support,” “Comments in Opposition,” or “General Comments”).

All comments submitted in the body of an e-mail must:

  1. Contain the name, mailing address, telephone number, and e-mail address of the person filing it;
  2. Describe the nature of the documents (for example, “Comments in Support,” “Comments in Opposition,” or “General Comments”);
  3. Include the case number and case name in the subject line of the e-mail; and
  4. Be sent to:

Email

All documents filed electronically through IZIS must:

  1. Contain the name, mailing address, telephone number, and e-mail address of the person filing it;
  2. Contain the case number assigned by the Office of Zoning;
  3. Describe the nature of the documents (for example, “Letter in Support,” “Letter in Opposition”, or “Request for Party Status”);
  4. May not exceed the maximum allowable size of eight (8) megabytes; and
  5. Be in PDF format.

IZIS Upload Document

All documents filed by e-mail shall:

  1. Include the name, mailing address, telephone number, and e-mail address of the person filing it;
  2. Describe the nature of the documents (for example, “Letter in Support,” “Letter in Opposition”, or “Request for Party Status”);
  3. Include the signature of the originator;
  4. Contain no more than ten (10) pages;
  5. Include the case number and case name in the subject line of the e-mail;
  6. Be in PDF format; and
  7. Be sent to:

Email Submission

Comments and document submissions will be recorded in the record as follows:

  1. All filings submitted through IZIS on or before 11:59 p.m. will be recorded as being received on the same day, as submissions are uploaded in realtime.
  2. All e-mail filings sent between 12:01 a.m. and 5:00 p.m. on any Office of Zoning business day will be recorded as accepted on the date it was received.
  3. All e-mail filings received between 5:01 p.m. and 12:00 a.m. will be recorded on the next business day.
