04-20 - Application of Howard University - 1840 7th Street, N.W., pursuant to 11 DCMR § 3104, 2108, and 210, for special exception approval of an amendment to an approved campus plan and further processing to allow interim use of a vacant existing building for grants management offices, and a special exception for a reduction in required parking spaces in an R-4 Zone District at premises 1840 7th Street, N.W. (Square 417, Lots 42-46, 553, and 822).

04-08A - St. Elizabeths Hospital - PUD, Consent Calendar

04-13 - Logan Phase II - PUD & Map Amendment, On May 20, 2004, the Office of Zoning received an application from Metropolitan Baptist Church, Elery Dunn and Marie B. Carter, Yvonne Rosenberg and Logan Phase II, LLC (collectively, the “applicant”) for approval of a consolidated planned unit development and related map amendment for the above-referenced property. The property that is the subject of this application consists of Lots 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, and 45 in Square 277, in Northwest Washington, D.C. (Ward 2), and is bounded by Vermont Avenue and 12th Street on the east, 13th Street on the west, R Street, on the north, and Q Street on the south. The property is currently zoned R-4. The applicant proposes to build a residential development comprised of 62 units, including four affordable housing units, a community room, and 89 parking spaces, 20 of which will be leased or sold to community residents. The existing rowhouse located on Lot 45 will be renovated as part of the PUD and will contain two of the units and two parking spaces. In addition, the applicant seeks a related map amendment to zone the property, except for Lot 45, to R-5-B. This request is not inconsistent with the Comprehensive Plan of the District of Columbia.

04-14 - Florida Rock, On May 21, 2004, the Office of Zoning received an application from Florida Rock Properties, Inc. (the “applicant”) for approval of a second stage planned unit development and a map amendment for the above-referenced property. The property that is the subject of this application consists of Square 707, Lots 800-802; Square 708, Lot 809; Square 708E, Lots 807 and 808; Square 708S, Lot 806 in Southeast Washington, D.C. (Ward 6), and is bounded by Potomac Avenue, S.E. to the north, 1st Street, S.E. to the east, the Anacostia River to the south, and the Frederick Douglass Bridge access ramp to the south and west. The applicant proposes to construct a mixed-use project of office, residential, and hotel with ground floor retail. The project would contain approximately 1,084,464 feet of gross floor area and would be developed as three separate buildings. In addition, the applicant seeks a map amendment to zone the property to C-3-C. This request is not inconsistent with the Comprehensive Plan of the District of Columbia.

04-19 - WASA - 4500 Overlook Drive, On June 15, 2004, the Office of Zoning received an application from the District of Columbia Water and Sewer Authority (the “applicant”) for approval of a consolidated planned unit development for the above-referenced property. The property that is the subject of this application consists of a portion of Parcel 253, in Southwest Washington, D.C. (Ward 8), with a street address of 4500 Overlook Drive, S.W. The property is currently zoned C-M-3. The applicant proposes to construct biosolids reduction and stabilization facilities known as the Egg-Shaped Digesters Facility at the Blue Plains Advanced Wastewater Treatment Plant. This request is not inconsistent with the Comprehensive Plan of the District of Columbia.

N/A - Roundtable: Expanding the Uses Permitted in the CM Districts, The Commission would like to hear the public's views as to whether Emergency Shelters and Adult Rehabilitation Homes (both of which are Community-Based Residential Facilities) should be permitted in that zone district. In addition, the Commission has become aware that the Federal Bureau of Prisons has solicited and awarded contracts to providers to house inmates who are in the last few months of their sentences. These facilities, known as Community Corrections Centers, may house more than 100 such persons, but are smaller and less restrictive, than traditional prisons. Community Corrections Centers are intended to facilitate the transition of their residents into the larger community through training, employment, and/or similar activities. With respect to all of the facilities mentioned, the Commission is interested in receiving general information concerning such issues as siting, compatibility, and external impacts of such facilities if located within the CM industrial zone districts. As to Community Corrections Centers, the Commission would also be interested in understanding the similarities and differences such facilities have with smaller adult rehabilitation homes and larger traditional detention facilities, particularly with regard to their operation, neighborhood impact, security, and role in the criminal justice system. Although the roundtable will focus on the CM zone district, the Commission would be interested in receiving the public's views as to whether Community Corrections Centers would be compatible with less restrictive zones.

04-08/02-45 - St. Elizabeths Hospital - 2nd Stage PUD, In Order No. 02-45, dated May 1, 2003, effective upon its publication in the District of Columbia Register on November 28, 2003, the Zoning Commission approved the first stage of this planned unit development (“PUD”), for a proposed new St. Elizabeths Hospital and grounds within the historic East Campus of St. Elizabeths. On March 8, 2004, St. Elizabeths Hospital (the “Applicant”) submitted its second-stage application and the Zoning Commission set down the case for public hearing at its meeting of May 10, 2004. On June 14, 2004, the Office of Zoning received a Pre-Hearing Submission and materials for the second-stage PUD. The property that is the subject of this application consists of approximately 49.4 acres of land area. It is an irregularly shaped parcel in the southeast part of the East Campus of St. Elizabeths Hospital that is proposed to be developed with a new mental health hospital, parking, landscaping, stormwater controls, and related facilities. The PUD site is near the Congress Heights Metrorail Station and Alabama Avenue, S.E. The access drive to the PUD site is from Martin Luther King Jr. Avenue, S.E. The subject property was zoned SP-1 in the first-stage PUD. The applicant intends, at the suggestion of the Office of Planning, to request a Minor Modification to expand the site by 5.19 acres and have the additional land rezoned from unzoned to SP-1. The additional land, if set down by the Commission prior to the proposed hearing date, will be considered as part of this hearing. The added site area is irregular in shape. It accommodates the roadway that accesses the proposed new hospital, a small gatehouse for the new hospital and open space along Alabama Avenue, S.E. As a result of this added area, the total land area for the proposed Second Stage PUD will consist of 54.59 acres. This public hearing will be conducted in accordance with the contested case provisions of the Zoning Regulations, 11 DCMR § 3022.
