About the Zoning Commission

Anthony J. Hood
Chairman
District Resident Appointee
(Term Expiration: February 3, 2026)

Anthony J. Hood has served on the District of Columbia Zoning Commission since 1998. He first served as Chairman of the Zoning Commission in 2000 and has currently served as Chairman since 2007. He is the Chief of the Printing and Mail Management Section, Facilities Operations Branch, of the U.S. Environmental Protection Agency in Washington, DC. Mr. Hood is the Former President of the Woodridge Civic Association and the Woodridge Civic Fund. After 20 years of service he was voted emeritus. He serves on the Board of Directors of the Bryant Park Homeowners Association and is a Member of the 5th District's Citizens Advisory Council and the Bryant/Channing Streets Orange Hat Patrol. Mr. Hood is both a life-long member and Deacon of the Greater First Baptist Church of Washington, DC and resident of Ward 5. He has a Bachelor of Science in Printing Management from the University of the District of Columbia and was educated in the District's Public Education System.

Robert Miller
Vice Chairman
District Resident Appointee
(Term Expiration: February 3, 2025)

Robert Miller has served on the Zoning Commission since October 2012. Mr. Miller previously served as the Deputy Director of the Mayor's Office of Policy and Legislative Affairs, and prior to that he spent over 25 years as the legislative counsel to the DC Council Chairman. During his tenure at the Council, Mr. Miller was the staff person primarily responsible for oversight of land use matters, including public hearings and Council adoption of five major legislative measures amending the Comprehensive Plan, with which the District's Charter requires zoning to be "not inconsistent." Mr. Miller also served on the National Capital Planning Commission from 1985-2014; as the DC Council Chairman's alternate representative from 1985-2010, as a Mayoral appointee during 2011-2014, and as the Commission's elected vice-chair from 2007-2014. A longstanding member of the DC Bar, Mr. Miller has a B.A. from Hamilton College and a J.D. from George Washington University. He is a third generation native Washingtonian.

Gwen Wright
District Resident Appointee
(Term Expiration: February 3, 2027

Gwen Wright is a 37 year resident of the District of Columbia. She has lived in Cleveland Park for the past 24 years and has two children who graduated from DC public schools. From 2013 to 2022, Ms. Wright was director of the Montgomery County Maryland Planning Department. She oversaw multiple projects including a complete rewriting of the Zoning Code, adoption of dozens of master plans, and initiation of a Design Excellence Initiative. Also under Ms. Wright's leadership, the county's general plan was fully updated for the first time in 50 years with the adoption of Thrive Montgomery 2050. Ms. Wright also worked for the Montgomery County Planning Department from 1987 to 2008. During this time, she was the chief of Countywide Planning, including supervising the Environmental Planning, Transportation Planning and Historic Preservation Sections, as well as serving as Acting Planning Director.

Prior to her appointment as the Montgomery County Planning Director in 2013, Ms. Wright was chief of the Development Division for the Alexandria Department of Planning and Zoning for five years. In this position, she reviewed development proposals throughout the City of Alexandria and shepherded a wide variety of projects through the regulatory process and implementation. Ms. Wright began her career in Texas with the Galveston Historical Foundation. She has degrees in Architecture and Architectural History from Yale University.

Joseph S. Imamura, Ph.D., AIA, FASLA, FAICP
Architect of the Capitol Designee

Joseph S. Imamura, Ph.D., AIA, FASLA, FAICP, joined the Zoning Commission in November 2021 as the Architect of the Capitol (AOC) designee. AOC is responsible for the continuous operation, maintenance, and preservation of the U.S. Capitol and other historic buildings throughout the Capitol complex that contribute to 18.5 million square feet of federal facilities across 570 acres of grounds and historic landscapes. As the Special Delegate of the Architect of the Capitol, Dr. Imamura represents the agency on various planning boards, commissions, and interagency councils. He is an internationally licensed, multidisciplinary practitioner with leadership experience that spans every level of government from city, state, federal, and tribal nation to international coalitions.

In addition to his work as an architect, landscape architect, urban planner, and trained engineer, Dr. Imamura is also a LEED Accredited Professional (LEED AP), Certified Construction Manager (CCM), and Project Management Professional (PMP). He is a member of the America Institute of Architects and a two-time Fellow with the American Society of Landscape Architects and the American Institute of Certified Planners. Dr. Imamura earned a Bachelor of Environmental Development from Texas Tech University and pursued graduate degrees in architecture, landscape architecture, urban planning, and engineering followed by a doctorate in land use planning, design, and management.

Tammy Stidham
National Park Service Designee

Tammy Stidham jointed the Zoning Commission in September 2023 as the National Park Service (NPS) designee. Ms. Stidham is the Associate Regional Director for lands and planning for the National Capital Region of the National Park Service and is responsible for planning, compliance, land acquisition, legislative and congressional affairs, the commemorative works process for the addition of new monuments and memorials, and the contaminated sites programs for 87,000 acres of parkland in the District of Columbia, and portions of Maryland, Virginia and West Virginia. In addition, she represents the Secretary of the Interior on the National Capital Planning Commission and the Director of the NPS on the D.C. Zoning Commission and the National Capital Memorial Advisory Commission.

Ms. Stidham is a 35-year employee of the National Park Service who previously served as the Deputy Associate Regional Director - lands and planning where she managed planning and transportation projects for national parks, coordinated with local jurisdictions on external projects and managed the review of projects under the National Environmental Policy Act and the National Historic Preservation Act. Ms. Stidham began her NPS career in 1989 as a summer lab/field assistant since then she has served as a geographic information specialist; transportation planner; chief of partnerships; administrative officer; Comprehensive Environmental Response, Compensation, and Liability Act project manager; and chief of planning.
